How do you apply liquid metallic eyeliner?

I'm getting blue liquid metallic eyeliner but don't know how to apply it. I've seen it before applied right about the top eyelashes. I don't know exactly how to apply it so any pictures/ suggestions?How do you apply liquid metallic eyeliner?
