Since your budget is under $5 ... Most liquid and cream liners are out, but if you're willing to expand the budget you could get some really high quality eyeliners.

Wet `n Wild Megaliner (liquid) - it's actually not bad for a $3 liquid eyeliner, get it in waterproof

Revlon ColorStay is really great


Almay is similar to Revlon (they're actually under the same company)


L'Oreal Lineur Intense (liquid)


Jane Be Pure Mineral Gel Eyeliner (cream/gel)

if its on the waterline, go for rimmel.. if rimmel is too expensive them go for jordana.


if its for the lid, then go for a cream/liquid liner. loreal liquid lineur is good. get the foam tipped one if you do get that one. for cream, i recommend drugstore brand loreal hip cream liners. only black or brown though -- the colored ones might seem fun but they dry out INSANELY fast. warning, they do flake. and don't use the brush that comes with it, you're gonna have to purchase a separate one. mac fluidline works extremely well. you could try to save up -- i feel like it's worth the investment.

get eyeliner off of avon its really pretty doesnt smudge and is only like $2 or $3
